What Is CMHT Manipur (Chief Minister-gi Hakshelgi Tengbang)?
Chief Minister-gi Hakshelgi Tengbang (CMHT) is the Government of Manipur's flagship health insurance scheme, designed to provide cashless hospitalization for eligible beneficiaries. The scheme covers secondary and tertiary medical care at a network of empaneled hospitals.
These include all district hospitals, medical colleges, CHCs, Wangoi, and other empaneled private hospitals across the network. At the time of hospital admission, beneficiaries undergo Aadhaar-based biometric verification to confirm their identity before cashless treatment is approved under the CMHT scheme.
Eligibility Criteria for CMHT Manipur
The scheme is for residents of Manipur. The CMHT scheme is intended for economically vulnerable households identified through the SECC. In addition to eligible SECC families, Antyodaya Anna Yojana (AAY) cardholders, widows, and persons with disabilities are also covered.

Benefits and Coverage Under CMHT Manipur
- Annual Family Cover: Each enrolled family receives health coverage of up to ₹50,000 lakh per year on a floater basis. This means the entire family shares the same annual coverage limit.
- Critical Illness Cover: The scheme provides coverage of up to ₹2 lakh per family per year for 7 specified critical illnesses. These include cardiovascular diseases, cancer, kidney diseases, neo-natal diseases, neurological conditions, burns, and liver ailments.
- Hospitalization Only: CMHT benefits apply only to inpatient hospitalization procedures. Outpatient consultations and non-hospitalization expenses are not covered.
- Travel Allowance Within Manipur: Beneficiaries can claim ₹300 per hospital visit, subject to a maximum of ₹3,000 per year. This amount is included within the overall ₹2 lakh annual family limit.
- Travel Support Outside the State: If treatment outside Manipur is approved through the referral process, the scheme covers air or train fare for the patient and one attendant, up to ₹30,000 per year, within the overall coverage limit.
- Daily Allowance for Out-of-State Treatment: During approved hospitalization outside Manipur, beneficiaries can receive ₹1,000 per day, up to a maximum of ₹10,000 per year. This allowance is also adjusted against the family's ₹2 lakh annual entitlement.
Note: The total annual family cover is ₹2 lakh. Of this, up to ₹50,000 can be used for general hospitalizations, while the remaining eligible amount is available for treatment of the scheme's specified critical illnesses, subject to the applicable terms and conditions.

How to Apply for and Enroll in CMHT Manipur?
Enrollment Notification
Eligible families are generally informed by the local ASHA worker one or two days before the enrollment drive begins.
Visit the Enrollment Center
Carry the required identity, eligibility, and Aadhaar documents to the designated enrollment center on the scheduled date.
Receive Your CMHT Card
After successful verification, each family is issued a CMHT Manipur Health Card with a unique family identification number.
Family Details
The card displays the names of up to five family members. If the family has more than five members, the additional members are indicated on the card (e.g., "2 more", "3 more").
Documents Required for CMHT Enrollment
- Identity Proof (Any One): Aadhaar, EPIC (Voter ID), PAN Card, Driving License, Ration Card, Passport, Government-issued ID, or a recognized educational institution ID card.
- Eligibility Proof (Any One): SECC eligibility record, Antyodaya Anna Yojana (AAY) card, disability certificate, Deputy Commissioner's economic status certificate (if not listed in SECC), or any other Government of Manipur-approved document.
- Aadhaar Requirement: Aadhaar details of at least one family member (preferably the head of the family) are required. If Aadhaar has not yet been issued, applicants may provide the Aadhaar enrollment/application number along with the required consent form.
- Additional Documents (If Required): Any other document notified or approved by the Government of Manipur for scheme enrollment.
Which Hospitals Accept the CMHT Manipur Health Card?
CMHT beneficiaries can receive cashless treatment at a network of empaneled hospitals across Manipur. These include:
