Overview
According to The Times of India, as of 2025, more than 11 lakh people have benefited from Goa's Deen Dayal Swasthya Seva Yojana. That scale of adoption reflects the scheme's growing role in reducing out-of-pocket healthcare costs for Goa residents.
This guide helps you understand who qualifies, what the scheme covers, the application process, and when additional private health insurance may still be worth considering.
What Is Deen Dayal Swasthya Seva Yojana?
The Deen Dayal Swasthya Seva Yojana has been operational in Goa since September 1, 2016. At present, the scheme is administered by the Directorate of Health Services (DHS), while MD India Health Insurance manages claim processing and hospital coordination. Payments for approved claims are made directly by the DDSSY Cell of the Directorate of Health Services.
Note: Do not confuse Goa's Deen Dayal Swasthya Seva Yojana with Uttar Pradesh's Pandit Deendayal Upadhyaya Rajya Karmchari Cashless Chikitsa Yojna, which is a separate healthcare program meant specifically for eligible government employees.
Eligibility Criteria for Deen Dayal Swasthya Seva Yojana
The scheme is available to individuals and families who have been residing in Goa for at least five years, subject to the eligibility conditions and document verification prescribed under DDSSY.
A family generally includes the eligible person's spouse, unmarried children, and dependent parents. If the eligible beneficiary is female, dependent parents-in-law may also be included, subject to the scheme's eligibility rules and conditions.
Note: Central and State Government employees who are already eligible for government medical reimbursement benefits are not eligible to enroll under the DDSSY scheme.

Deen Dayal Swasthya Seva Yojana vs. Private Health Insurance: Do You Still Need Cover?
- Coverage Will Not Be Enough for Major Treatments: Medical inflation is rising rapidly, and treatments such as cancer care, organ transplants, prolonged ICU stays, or advanced surgeries can easily exceed the scheme's annual coverage limits.
- Greater Choice of Hospitals: DDSSY benefits are restricted to empaneled hospitals, whereas private health insurance often provides access to a much wider network, including premium hospitals and higher room-category options.
- More Comprehensive Benefits: Private health insurance plans can include features such as higher sum insured, restoration benefits, no-claim bonuses, and wellness benefits, which are generally beyond the scope of DDSSY.

Conclusion
DDSSY is a valuable health insurance scheme that can significantly reduce hospitalization expenses for eligible Goa residents. However, it should ideally be treated as a base layer of protection, as eligibility, benefits, and coverage are subject to government policy changes.
For stronger long-term financial security, consider complementing it with one of the best health insurance plans, offering higher coverage, portability, and more comprehensive benefits for your family's evolving healthcare needs.
